Before speaking to Razum-dar:

While assisting Razum-dar with a case, you will need to gain entrance to the high-roller suite by winning a game of Tales of Tribute. Approach Florentino who will be sitting at one of the tables:

"Salutations, newcomer. We're playing Tales of Tribute at this table.
I see you have a stake. Are you interested in a game?"
Here are my chips. Let's play.
"As the guest wishes, of course. Present your decks and we shall play."

You will then proceed to play Florentino Scippius at a match. Win to continue:

"Congratulations! You are more than welcome to join other game winners in the patrician's suite.
